There is no doubt that governments have take lots of efforts to bring literacy to all, but unfortunately it does not reach them in the right time. The role of NGOs and NPOs play a great role here. They should make proposals to the governments and take government schemes to them and help them achieve elementary education in the right time. In some states the State Board of Education itself sponsors the education of the special group of children. They should approach benefactors, sponsors, and philanthropists and coax them to sponsor a whole school that educates underprovided children or sponsor some children or at least one child.
